Law reform and revision are part of the responsibilities of Rwanda Law Reform Commission (RLRC). The purpose of law reform is to keep Rwandan legislation up-to-date to respond to the constantly changing needs of Rwandan society. On the other side, law revision aims at the accessibility of laws of Rwanda by making improvements to an existing law that does not change the substance of the law. It also includes consolidation and compilation of laws.
- In connection with law reform, RLRC carries out the following responsibilities:
- Analyse Rwandan laws and provide advice to relevant State organs on their reform;
- Assess laws in force to identify obsolete laws and areas requiring new laws;
- Identify national laws to be harmonised with international treaties and agreements ratified by Rwanda;
- Receive and consider proposals for reform of laws that are submitted by an institution or any interested person.
- In connection with law revision, RLRC has the following responsibilities:
- Analyse Rwandan laws to identify laws that need to be revised;
- Ensure proper consolidation and compilation of Rwandan laws;
- Manage the taxonomy and database of Rwandan laws.
