Rwanda Law Reform Commission is an independent State organ established by Law N° 44/2013 of 16/06/2013 establishing the Rwanda Law Reform Commission (RLRC) and determining Its Mission, Organization and Functioning and it is governed by Law no 023/2024 of 25/01/2024 governing Rwanda Law Reform Commission, with a general mandate of reviewing Rwandan laws with a view to ensuring their development and reform. RLRC is under the supervising authority of the Ministry of Justice.

Vision

Law Reform for a predictable and dynamic legal landscape.

Mission

The mission of RLRC is to analyze laws in force and provide technical advice on draft bills with regard to both substance and drafting.

Responsibilities of RLRC:

(a) To analyze laws and provide advice to State organs on their reform and proper drafting;

(b) To conduct studies designed to assess laws in force to identify obsolete and new necessary laws;

(c) To identify laws that should be harmonized with international treaties and agreements that Rwanda has ratified;

(d) To identify laws provided for under the Constitution that have not yet been initiated and prepare related draft laws;

(e) To prepare, on its initiative or on request, draft laws related to laws that need to be reformed and submit them to the relevant organ;

(f) To examine draft bills prepared by other State organs;

(g) To contribute, on request, on a draft law initiated by a Deputy or a group of Deputies;

(h) To participate in the examination of draft laws in the Parliament;

(i) To ensure proper drafting of laws and harmonization of languages from the preparation of a draft law to the publication of the law in the Official Gazette of the Republic of Rwanda;

(j) To receive and consider proposals for reform of laws;

(k) To carry out the revision of legislation

l) To cooperate with institutions of other countries with similar mission;

(m) To collaborate with other public and private institutions;

(n) To organize annually and whenever necessary, a consultative meeting on legislative development;

(o) To issue guidelines on legislative drafting.
