UR RNP COLLEGE STUDENTS VISIT THE RWANDA LAW REFORM COMMISSION TO GAIN INSIGHT INTO ITS WORK

On March 3, 2026, students from the University of Rwanda based at the Rwanda National Police College in Musanze, studying Translation and Interpreting and Linguistics & Literature, visited the Rwanda Law Reform Commission for an educational tour.

The Chairperson of the Commission, Ms Dushimimana Claudine, warmly welcomed the students and thanked them for their interest in the institution’s work. She explained the Commission’s core responsibilities in law making process, highlighting its mandate in law reform and revision, and the importance of clear and accessible legislation. She emphasized the critical role of translation in law making process, noting that the Commission prioritizes the use of simple and clear language that can be easily understood by ordinary citizens. She stressed that laws are drafted not only for lawyers, lawmakers, and other legal professionals, but primarily for the people they are meant to serve—unless those experts are the direct end users of the legislation

The head of the delegation, Dr Rudacogora Augustin, introduced the group and explained that the purpose of the visit was to help students connect their academic studies with real-life professional practice.

The Head of Legislative Drafting and Translation Department, Mr. Ngirinshuti Samuel, then provided a detailed presentation on the role of the Commission in law making process, from the initiation of legislation to their publication. He stressed that teamwork including drafters and translators is essential in avoiding misinterpretation of legal instruments, and highlighted the importance of involving collaborating with other institutions and subject-matter experts whenever necessary to ensure accuracy, clarity, and consistency. The visit concluded with an engaging question-and-answer session, during which discussions centered on the technical aspects of legislative translation in law making process.
