Rwanda Law Reform Commission welcomes the Taskforce on the Review of the Legal and Regulatory Framework governing Religious Organizations of the Republic of Kenya

Rwanda Law Reform Commission Chairperson MUKANTAGANZWA Domitilla welcomed the Taskforce on the Review of the Legal and Regulatory Framework governing Religious Organizations of the Republic of Kenya on 14th October 2023.

This taskforce was established in 2023 with the mandate to identify the legal, institutional, and governance challenges or gaps that have allowed or may allow for religious extremist organizations, sects, cults, and other similar outfits in Kenya to engage in practices detrimental to individual health and safety, the public interest, or our national values; as well as formulating proposals on the legal, institutional, and governance changes required to prevent religious extremist organizations, sects, cults, and other similar outfits in Kenya from committing or fostering actions that are detrimental to individual health and safety, the public interest, or to national values.

The delegation was in Rwanda in a study visit with the purpose of understanding best practices in governing religious organizations; monitoring, reporting and enforcements; legal and policy regulations governing religious organizations; education and civic awareness; and standards and minimum certification requirements for registration of religious organizations.

It is in this regard that RLRC was one of the government institutions they wanted to visit in order to understand its work, policies, strategies and mechanisms to review laws of Rwanda with a view to ensuring their development and reform as well as overview on the processes and procedures for subsidiary legislation and legislative drafting.

RLRC explained its work to the Kenyan delegation, detailing processes and procedures for legislation and legislative drafting (achievements, good practices, lessons learnt, challenges and way forward)

RLRC also had an open discussion with the Kenyan delegation about the work of the Rwanda Law Reform Commission (RLRC); policies, strategies and mechanisms to review laws governing registration and monitoring of the functioning of both national and international Non-Governmental Organizations, Faith-Based organizations and Political organizations.
