RLRC WELCOMES NEWLY SWORN-IN LEADERS
Kigali, 2 October 2026, the newly appointed leaders of the Rwanda Law Reform Commission (RLRC) were sworn into office on 2 October 2026 before the Rt. Hon. Chief Justice Domitilla Mukantaganzwa.
The officials sworn into office are Mr. Izere Parfait, Vice Chairperson; Ms. Munezero Marie Jeanne, Commissioner; and Mr. Ngirinshuti Samuel, Commissioner.
The swearing-in ceremony marked the assumption of their responsibilities in contributing to the effective implementation of the Commission’s mandate. Their appointments were approved through the Cabinet Resolutions of 18 September 2026.
In her remarks, the Rt. Hon. Chief Justice congratulated the newly appointed leaders and encouraged them to uphold professionalism, teamwork, collaboration, and dedication in the discharge of their responsibilities. She emphasized the importance of collective effort in advancing the Commission’s mission and delivering quality services to the public.
The Chief Justice also recognized the important role played by families in supporting public servants and called upon the families of the newly appointed officials to continue providing them with unwavering support and encouragement as they undertake their responsibilities.
The appointments reinforce the leadership structure established under Law No. 023/2024 of 25 January 2024 Governing the Rwanda Law Reform Commission. Article 7(1) provides that the Commission is managed by the Chairperson and Vice Chairperson, who are Commissioners, together with a Commissioner in charge of Law Reform and Revision and a Commissioner in charge of Legislative Drafting and Translation. The law further promotes gender inclusivity in the Commission’s leadership and provides for Commissioners to perform their duties on a permanent basis.
