RLRC WELCOMES INCOMING CHAIRPERSON IN OFFICIAL SWEARING-IN AND HANDOVER CEREMONIES 

On July 30, 2025, Ms. Claudine Dushimimana was officially sworn in as the new Chairperson of the Rwanda Law Reform Commission (RLRC), following her appointment by Cabinet. The swearing-in ceremony was presided over by Rt. Hon. Mukantaganzwa Domitilla, President of the Supreme Court of Rwanda.

In her address, Rt. Hon. Mukantaganzwa thanked the representatives from RLRC, the Supreme Court, and the family of the appointee for their presence. She formally declared the Supreme Court’s acceptance of the oath, recognizing Ms. Dushimimana’s assumption of her new responsibilities, and welcomed her among the leaders of Rwanda’s justice sector institutions.

She also underscored RLRC’s role as Rwanda’s key legal reform body, wishing the new Chairperson success in advancing law analysis, drafting, harmonization, and legislative development with dedication and excellence.

On July 31, 2025, the transition was completed through an official handover ceremony held at RLRC headquarters. Ms. Burayobera Bibiane, Vice Chairperson of the Commission who had been serving in an acting capacity, warmly transferred office responsibilities to Ms. Dushimimana. In her brief remarks, Ms. Burayobera welcomed the new Chairperson and described RLRC as a dedicated team committed to collaborative service.a

Ms. Dushimimana, in turn, expressed heartfelt gratitude to H.E. the President of the Republic of Rwanda for entrusting her with this leadership role. She pledged to fully invest herself in fulfilling the Commission’s mission and emphasized the importance of teamwork, unity, and a shared sense of purpose in advancing legal reform in Rwanda.

Ms. Dushimimana brings to the role more than 20 years of legal experience, with a distinguished career in prosecution, legal policy, and international crimes. Prior to her appointment, she served as Acting Coordinator of the International Crimes Department at the National Public Prosecution Authority (NPPA).
