RLRC Holds Handover Ceremony for Vice Chairperson Position

Kigali, 2 October 2026, the Rwanda Law Reform Commission (RLRC) held a handover ceremony between the outgoing Vice Chairperson, Ms. Burayobera Umuzayire Bibiane, and the incoming Vice Chairperson, Mr. Izere Parfait.

The ceremony marked the transition of leadership and provided an opportunity to recognise the contribution of the outgoing Vice Chairperson and welcome the incoming Vice Chairperson as he assumes his responsibilities at the Commission.

Speaking at the ceremony, Chairperson Claudine Dushimimana welcomed the incoming Vice Chairperson and expressed sincere appreciation to Ms. Burayobera for her dedicated service and valuable contribution to the Commission during her tenure. She also congratulated her on her appointment as Permanent Secretary in the Ministry of Justice.

The Chairperson also encouraged staff to maintain high standards of professionalism, deliver quality work in a timely manner, and strengthen collaboration and teamwork in fulfilling the Commission’s mandate.

Ms. Burayobera served as Vice Chairperson of RLRC since her appointment through the Cabinet Decision of 27 April 2018. During her tenure, she contributed significantly to the advancement of the Commission’s core responsibilities, including legal reform and revision.

The handover ceremony reflects RLRC’s commitment to institutional continuity, professionalism, and effective leadership as it continues to support the development of a modern and responsive legal framework for Rwanda.
