RLRC HOLDS HANDOVER CEREMONY FOR INCOMING SECRETARY GENERAL
On 24 July 2025, the Rwanda Law Reform Commission (RLRC) held an official handover ceremony to welcome its newly appointed Secretary General, Mr. André Bucyana. The event marked the transition of leadership from Mr. Gatera Raymond, who had been serving in an acting capacity following the appointment of Mrs. Judith Mbabazi, the former Secretary General, as a permanent commissioner of the National Electoral Commission (NEC).
The ceremony was presided over by Ms. Burayobera Bibiane, the Vice Chairperson of the Commission, currently acting in the capacity of Chairperson. In her opening remarks, she officially welcomed Mr. Bucyana to the Commission and highlighted the importance of smooth leadership transitions and collective commitment to institutional goals.
The event featured the formal signing of handover documents, followed by speeches from both the outgoing and incoming Secretary General.
In his address, Mr. Gatera Raymond reflected on his four-month tenure, during which he successfully concluded the 2024/2025 fiscal year and contributed to the development of the 2025/2026 Action Plan. He expressed appreciation to the team at the Office of the Secretary General for their support throughout his service and extended his best wishes to Mr. Bucyana in his new role.
In his remarks, Mr. André Bucyana thanked RLRC for the warm welcome and expressed his commitment to fostering a collaborative and professional work environment. He encouraged staff to uphold government work ethics and to take part in wellness activities such as Friday sports, emphasizing the value of teamwork in achieving the Commission’s mission.
In her closing remarks, Ms. Burayobera Bibiane officially welcomed the new Secretary General and reaffirmed the Commission’s commitment to supporting his leadership. She urged staff to remain dedicated and professional, noting that teamwork would be key in facilitating the SG’s duties and advancing RLRC’s mission.
Mr. André Bucyana was appointed by the Cabinet on 16 July 2025, alongside Ms. Claudine Dushimimana, who was named Chairperson of RLRC and is awaiting her swearing-in by the Supreme Court before assuming office.
