RLRC conducted a workshop on harmonization project for international humanitarian law (IHL) instruments
On Thursday, July 18, 2019 the Rwanda Law Reform Commission (RLRC) in partnership with the International Committee of Red Cross (ICRC) in Rwanda conductuded a validation workshop of the report on Harmonization project for International Humanitarian law (IHL) Instruments.
Havugiyaremye Aimable, the RLRC Chairperson said the purposes of this study were to identifying all International Humanitarian Law (IHL) Instruments ratified by Rwanda; identifying all International Humanitarian Law (IHL) not yet ratified by Rwanda and for which Rwanda might have interest to ratify;
Identifying all Rwanda's International Humanitarian Law (IHL) obligations and Rwandan laws in existence that are incompatible with Rwanda’s treaty obligations; analyzing the status of implementation of Rwanda's International Humanitarian Law (IHL) obligations and gaps therein; preparing drafts of new laws and/or of that amending existing ones.
“We conducted researches on international instruments ratified by Rwanda to find out if they are not compromise the National Laws or vice versa in order to respect the structure of Hierarchy of Norms in Rwanda, and the report shows that all Rwandan law do not challenge the International Humanitarian Instruments”
Rwanda Law Reform Commission (RLRC) has the mandate among others of harmonizing national laws in force with priniciples provided under international instruments ratified by Rwanda. In this regard, it initiated the Harmoninzation project for International Humanitarian Law instruments with the support of the International Committee of Red Cross (ICRC) in Rwanda. the validation workshop
In September 2017, a Memorandum of Understanding (MoU) was signed between RLRC and ICRC-Rwanda to cooperate on the implementation of Phase 2 of a Project on Harmonization of National Laws with Rwanda’s Obligations under International Humanitarian Law.
In April 2018, a contract was concluded with Tetralink Taylor & Associates East Africa Limited to carry out the project of Harmonisation of International Humanitarian Law with National Laws.
