ILPD students visited the Rwanda Law Reform Commission

70 students from Institute of Legal Practice and Development companied by some of their lecturers paid a study tour in the Rwanda Law Reform Commission (RLRC) on this Friday 21st June 2019.  The main objectives of this visit were to know the RLRC structure, core mandate and its mission and also to get more knowledge about law making process.

When arrived at the Commission, the students were divided into two groups and went around the RLRC offices in order to understand well the works done in every department and office.

After the study tour they welcomed in a workshop that aimed at enlightening in deep the RLRC works and activities then explain the Legislative Drafting Process.

Aimable Havugiyaremye, the Chairperson of the RLRC described to them law making process structure. “It starts with a Ministry where a certain Ministry brings a policy to the RLRC, RLRC converts a policy into a draft law and sends it back to the Ministry, Ministry to the Cabinet. Cabinet to parliament. From Parliament to the Office of the President of the Republic then to prime ministery for Publication in the Official Gazette”.

While drafting laws different consultations with different stakeholders have to take place in order to come up with comments, ideas and suggestions on certain provisions that constitute a law. “This help us to know what people think on some issues happen in the society and it gives a direction to a drafter”. He added

After delivering his presentation, two heads of departments took over and exposed to the participants what they do in details. The students were given opportunity to ask questions and receive answers.
