Rwanda Law Reform Commission 2022 highlights

As per its mandate, Rwanda Law Reform Commission (RLRC) achieved a significant work in the year 2022. RLRC worked towards law revision and reform as well as ensuring the accessibility of laws of Rwanda.  

Here are a few highlights of RLRC work in 2022:

Guidelines on legislative drafting

Guidelines nº 001/RLRC/2022 of 18/10/2022 on legislative drafting were published in the Official Gazette of the Republic of Rwanda n° Special of 02/11/2022 to enable an effective environment for the preparation and drafting of legislation, and determine principles and techniques for a legislative drafter to produce draft legislation that is clear, comprehensive, concise and consistent so as to ensure legal certainty contributing to the realisation of the rule of law and the promotion of sustainable development.

Launch of the web portal www.amategeko.gov.rw

On 25th November 2022, Rwanda Law Reform Commission launched www.amategeko.gov.rw.  The web portal serves to make legal information available to the public via the Internet. The users may freely access laws of Rwanda in force, most important court decisions and case laws.

Draft laws in pipeline

After the removal of colonial laws in 2019, RLRC continued to work on different reforms to address gaps resulting from that removal. The year 2022 had 3 important pieces of legislation, namely draft Law governing property, draft Law governing obligations and draft Law governing evidence technically reformed. Further work is underway to create an updated version of laws of Rwanda filling the gap left by the removal of the colonial laws.
