Responsibilities of the Council of Commissioners

The Article 10 of Law n° 44/2013 of 16/06/2013 is the law establishing the Rwanda Law Reform Commission (RLRC) and determining its mission, organization and functioning is modified and complemented.

The Council of Commissioners is the supreme authority of RLRC and have the Following responsibilities:

  1. to approve draft bills introduced by RLRC;
  2. to adopt internal Rules and  Regulations of  RLRC;
  3. to adopt the long - term strategic plan of RLRC;
  4. to adopt the annual action plan of RLRC;
  5. to adopt the draft budget proposal of RLRC;
  6. to approve the annual activity report to be submitted to the Minister;
  7. to make decisions on any other matters relating to the mission of RLRC

The Council of Commissioners is composed of seven (7) Commissioners including the Chairperson and Vice Chairperson. The Chairperson and Vice Chairperson must be lawyers and perform their duties on a permanent basis for a term of office of five (5) years renewable.

Other five (5) Commissioners performing their duties on a nonpermanent basis shall serve for a term of office determined by a Presidential Order. At least thirty per cent (30%) of the Commissioners must be females. Activities of Commissioners performing their duties on a permanent basis shall be incompatible with any other remunerated activity.
